On February 23-24, 2017, the 4th International Consumer Conference “Consumer rights in theory and practice” was held at the University of Silesia in Katowice. Honorary Patrons of the Conference were Rector of the University of Silesia prof. Andrzej Kowalczyk and Mr. Marek Niechciał, the President of the OCCP.
During the Conference, Mr. Sroczyński delivered a panel presentation entitled “Consumer Arbitration (ADR) in the energy sector: more benefits or problems?” In his presentation, Mr. Sroczyński referred to new obligations stemming from the Law on Extrajudicial Resolving of Consumer Disputes, in particular, as applicable to undertakings from the energy sector.

In January 2017, the Centre of Antitrust and Regulatory Studies (CARS) of the University of Warsaw published a new edition of the on-line periodical „The Internet Antimonopoly and Regulatory Quarterly” (iKAR), devoted to issues of competition law in the pharmaceutical and health care sectors. The publication contains an article by J. Sroczyński entitled ”Dispute about homeopathy (or who rules the market?)”. The article discusses the dispute between the President of the Office of Competition and Consumer Protection and the Polish Chamber of Physicians and Dentists concerning homeopathy and the effects of court rulings issued in this case upon the scope of powers of the medical self-government to regulate the markets.

On November 21, 2016, 8th Competition Law Congress took place at the Novotel Warsaw Airport Hotel. The Congress was co-organized by Puls Biznesu.
During the event, Jarosław Sroczyński delivered a lecture entitled “Franchising: not all gimmicks allowed. Examples from the case law and market practice”. Mr. Sroczyński discussed, in particular, the RPM arrangements in franchise agreements, in the context of the Polish Sfinks case.
Participants of the Congress discussed also the risks of information exchange, exclusivity in vertical agreements, the issue of unfair advertising, etc.

In November 2016, CH Beck has published a post-conference book entitled “Consumer law in practice”, edited by Dr. Marzena Czarnecka and Prof. Tadeusz Skoczny. The book contains speeches and lectures delivered by the participants of the National Consumer Conference, organised on May 09-10, 2016 in Katowice.
One of the speakers at the Conference was Mr. Sroczyński, who delivered a lecture entitled “The OCCP – what do we get from it? A methodological research of the consumer outcome”. This lecture has now been published as an article in the post-conference book. The article deals with methods of research of the consumer outcome, understood as material benefits which Polish consumers obtain in result of various activities of the Office of Competition and Consumer Protection.

“Rzeczpospolita” published a review by Prof. Stanisław Sołtysiński of the book of Prof. Ryszard Markiewicz, entitled “Playing with copyright law”. The eminent author of the review has described the book of Prof. Markiewicz as “the most important monograph in the Polish legal literature about the limits of the author’s property”. See the link:
